<P>PROBLEM TO BE SOLVED: To easily detect a query that is migratable from a migration source machine to a migration destination machine in a short period of time by a migration system that does not cause delay in processing and to perform scale out. Ž<P>SOLUTION: An operation management program 89 collects query state table 43 of an agent processing program 39 at the migration source and creates a server state table 93. The operation management program 89 calculates migration cost of each query on the basis of the server state table 93, and selects a query having small migration cost as a migration query.
