PROBLEM TO BE SOLVED: To provide a liquid level adjusting device in which a strip-like packaging and laminating material is continuously supplied to the device, the liquid level is adjusted so that a liquid food is continuously filled inside a tube at the predetermined level, and a formed container with a content being filled therein is manufactured. SOLUTION: The liquid level adjusting device adjusts the liquid level of the liquid food inside the tube in a packaging and filling machine for forming a web-like packaging material in a tubular shape, and filling the liquid food in a tubular packaging material from a filling pipe. The device comprises a liquid level detecting film 42 formed of insulating films 43 and 44, and provided with a conductive probe 46 having a plurality of windows 45 which are intermittently arranged above and below the liquid level while the windows 45 are exposed, and a transmission passage 47 for transmitting the detection signal from the conductive probe 46, and a control means for controlling the flow rate of the filling pipe based on the detection signal.
