PROBLEM TO BE SOLVED: To provide a forged billet from which a wheel excellent in mechanical strength and having uniform mechanical strength is manufactured and the wheel obtained from the same. SOLUTION: This forged billet 10 is made by pressurizing and compressing a cast billet 4 in one direction or in multiple directions after making the cast billet 4 by melting and casting a light-metal alloy, has fiber flows and satisfies following formula. H1/H2>2 (in the formula, H1 shows the length in a direction in which the cast billet is pressurized and H2 shows the length in a direction in which the forged billet is pressurized).
