Based on the result of the comparison between the reception quality from a macrocell base station (eNB) (200) and the reception quality from a CSG cell base station (HeNB) (300) arranged within the macrocell, user equipment (UE) (100) controls the handover from the eNB (200) to the HeNB (300). This UE (100) is equipped with: a reception quality measurement unit (104) that measures the reception quality of the eNB (200) and the reception quality of the HeNB (300); an offset processing unit (106) that performs an offset process with respect to the reception quality of the HeNB (300) using an offset value which increases the reception quality of the HeNB (300) relative to the reception quality of the eNB (200); and an offset value correction unit (105) that corrects the offset value according to the reception quality of the eNB (200). Thus is provided user equipment that is capable of performing handover control using an appropriate offset value that takes into account the interference of the uplink line from the user equipment to the base station.
