PURPOSE: An apparatus for preventing an incoming failure, a method thereof, and a mobile communication system using the same are provided to increaser an incoming success rate by improving an incoming connection failure by a double VLR in the mobile communication system. CONSTITUTION: When incoming paging about a subscriber is requested, a reference paging executor(141) attempts incoming paging with subscriber information registered in VLR database. When the incoming paging is requested again in case the incoming paging is failed, an adjacent VLR inquirer(146) questions subscriber information to a second exchange node. A cooperated paging executor(147) performs the incoming paging with the second exchange node.
