APPARATUS AND METHOD FOR DETECTING SCENE CHANGE

PURPOSE: A scene change detection system and method is provided to detect a scene change in a digital video normalized by implementing normalization about an encoded digital video data. CONSTITUTION: A decoder(104) changes into a compressed or uncompressed data as one codec with encoding a digital video data inputted on a digital video device. A normalization unit(106) regularly spatially normalizes a form of the encoded digital video data. A scene change detector(108) detects the frame to the frame in which the scene is changed in case of the calculated mode ratio through a mode ratio calculation and a mode determination in a normalized frame.
