<P>PROBLEM TO BE SOLVED: To provide a rotating device and a portable electronic apparatus, which is prevented from being incompletely opened in a portrait mode. Ž<P>SOLUTION: The rotating device 45 includes: a first member 51 having a first sleeve 68 and a second sleeve 69; a second member 52 having a shaft member 87 which can be axially rotated relatively to the first sleeve 68 and the second sleeve 69; a guide slit 61 formed along a bus-bar of the second sleeve 69; a projection member 62 stored in the guide slit 61 and allowed to be projected to the shaft member 87; and a shaft member abutting surface 94 crossing with the peripheral direction of the shaft member 87 and allowed to be in surface contact with the projection member 62.
