PROBLEM TO BE SOLVED: To provide a determination device and a determination method capable of determining the use of a gas appliance with a governor and the termination of the use of the gas appliance while suppressing power consumption. SOLUTION: A gas meter 40 includes a flow rate sensor 41 outputting an electric signal corresponding to a gas flow rate in a flow channel, and a microcomputer 42 having a determining section 42b for determining the use of the gas appliance 10 with the governor and the termination of the use of the gas appliance 10. The determining section 42b determines the use of the gas appliance 10 with the governor from a flow rate value based on the electric signal from the flow rate sensor 41 after the change of flow rate, and determines the termination of the use of the gas appliance 10 from a result of the calculation of the flow rate value and a predetermined value.
