<P>PROBLEM TO BE SOLVED: To make an outside call to a desired destination by capturing a telephone number without canceling significant digits by controlling timing to send out an input first outside line identification number and a subsequent telephone number in accordance with the operation of a line controller. Ž<P>SOLUTION: In a system control unit 13, a dial detection section 132 detects whether an input dial received by a dial input receiving section 131 begins from an outside line identification number "0" before a first digit "0" of a recipient telephone number. When the double-zeros are detected, a dial sending timing control section 132 transmits the first "0" when time T1 elapses from off-hook of a hook switch and detects DT to be sent from a PBX.
