The invention relates to the field of transport technology and can be used in various sectors of economic activity. The device comprises a body, three directional centrifugal vibration exciters with drives for eccentric masses of these vibration exciters, three rocker arms, three hinges, one shaft, a master-slave synchronization device, a device for keeping the rocker arms in set sectors of the rotational oscillations thereof and a device for adjusting the absolute value of the force of inertia. Two of the vibration exciters and two of the rocker arms are identical. The third rocker arm is connected at one end to the shaft, via a hinge, and is rigidly connected at the opposite end to the body of a vibration exciter. The vibration exciters are oriented relative to the corresponding rocker arms in such a way as to make it possible for the rotational oscillations to be performed together with the rocker arms under the action of directional, centrifugal forces of inertia. The identical vibration exciters perform rotational oscillations which are directed in the opposite direction to the rotational oscillations of the third vibration exciter. The aim of the invention is to produce a unidirectional force of inertia that acts without the interaction of forces with the surrounding environment and without loss of mass.
