PURPOSE: An optical film manufacturing device with a cooling duct, and an optical film manufacturing method are provided to maintain the high surface precision of film by increasing productivity. CONSTITUTION: An optical film manufacturing device comprises a first and a second rotating units(111,112), a casting belt(120), an upper drying air feed duct(211), and an upper cooling duct(230). The casting belt is wound in the first and the second rotating unit. Polymer solution is cast in the upper side of a upper traveling part of a casting belt. The upper drying air feed duct is installed on the top of the upper traveling part in order to desiccate a casting film. The upper drying air feed duct has a hot gas outlet. The upper cooling duct is installed in both bottom side of the upper traveling part in order that the upper cooling duct cools the both edges of the upper traveling part.
