PURPOSE: A safety wrap cutter is provided to cut a wrap within a short time by applying tensile force on a wrap when wrap contacts the saw blade. CONSTITUTION: A safety wrap cutter comprises a wrap housing(1) and a cutter housing(6). The soft vinyl wrap is smoothly rotated by wrap housing. The wrap housing and the cutter housing are formed in the form of a double case. The wrap housing and the cutter housing slide in a columnar direction based on the rotary shaft of a concentric circle to be opened and closed and cuts the wrap.
