PURPOSE: A vehicle traffic information exchange mode for securing a safe operation between vehicles using the cellular phone is provided to obtain minimum information required for the safe driving by detecting the simple location and speed by using the cellular phone. CONSTITUTION: A vehicle state detecting device detects basic data required for the safe operation(1). A driving information extracting device extracts data related to operation by using GPS and vehicle detecting apparatus. A vehicle stability calculating device produces the stability of the vehicles based on data received from the state of vehicle detecting apparatus and operation information extractor.
