The device (1) has a hollow winder (4) fixed with a telescopic fixation stake (2) for allowing winding and unwinding of a wire element (8) such as cord, in a trajectory perpendicular to a longitudinal axis of the stake. Another hollow winder (6) allows winding and unwinding of another wire element i.e. measuring tape, in the trajectory perpendicular to the longitudinal axis of the stake. An angular adjusting unit composed of two longitudinal axial portions (2a, 3a) is arranged between the former and the latter hollow winders to adjust an angular position between the unwound wire elements.
