PURPOSE: An optical disc device and a data recording and reproducing method are provided to enable a data reproducing operation not to be performed for a long time if a third party forcibly reproduces data from the start position of an optical disc data area. CONSTITUTION: A data recording and reproducing method comprises the following steps. When requested to record the data on an optical disc, any recording start position offset value is randomly generated and then data is recorded from a recording position corresponding to it. After recording the recording start position offset value on a particular area of the optical disc, the recording start position offset value is retrieved when requested to reproduce data. The recording position corresponding to the retrieved recording start position offset value is searched to reproduce data.
