<P>PROBLEM TO BE SOLVED: To enhance image quality and to suppress increase in decoding delay time by utilizing audio surplus code amount for video-encoding in the video encoding. <P>SOLUTION: In a video-encoding device, a video-encoding control part 11 determines target code amount, by utilizing an audio surplus code amount allowed to be used for the transmission of a video stream, based on an audio generation code amount encoded by an audio encoding part 20, in advance, to video-encoding and encodes a video frame by a video frame encoding part 12.
