<p><P>PROBLEM TO BE SOLVED: To provide a planar sealer for solar batteries with high incorporation efficiency of sunlight, and a solar cell module. <P>SOLUTION: The planar sealer for solar batteries has a relation where a refractive index n1 of one surface and a refractive index n2 of the other surface are n1<n2, with respect to a light of wavelength of 400-1,000 nm.
