In a water-jet needling method for preconsolidating a nap (F) of fibers and/or filaments transported on a substrate (2), the water jet needling device (3) is positioned at a large spacing (a) from the substrate. An independent claim is included for apparatus for preconsolidating the nap (F) of fibers and/or filaments (obtained from a nap generator) by the above process, consisting of a nap-supporting substrate (2) movable relative to a water jet impact device (3) and a suction source (4) aligned with (and on the opposite side of the substrate from) the water jet device, where the water jet needling device is positioned at a large spacing (a) from the nap-supporting substrate.
