PURPOSE: A device and a method for data management are provided to perform tilling and YUV interleaving using a predetermined block unit in a memory structure of a progressive scan type, thereby reducing the delay time generated by the change of a row. CONSTITUTION: A data processing device comprises at least one of hosts(110), a tilling unit(120), and a memory unit(130). At least one host transmits an input parameter and a first data to a tilling unit. The tilling unit performs tilling on first data by preset blocking interleaving. The tilling unit changes the first data into second data. The memory unit records the changed second data.
