PROBLEM TO BE SOLVED: To obtain a compact base station capable of avoiding concentration of traffics in a mobile communication network by distributing part of the traffics from the compact base station to a stationary communication network. SOLUTION: The femtocell base station 2, as the compact base station for transmitting and receiving radio waves with a mobile phone 4 positioned in an own communication zone, includes a dividing processing section 13 for transmitting packet data received from the mobile phone 4 while selecting any one of the stationary communication network 6 and the mobile communication network 8 as a division destination.
