<P>PROBLEM TO BE SOLVED: To obtain a magnetic recording medium having satisfactory electromagnetic transducing characteristics by enhancing dispersibility of magnetic powder in a magnetic paint and to provide a method of manufacturing the environment-friendly magnetic paint. Ž<P>SOLUTION: The method of manufacturing the magnetic recording medium includes a surface treatment step of performing surface treatment for the magnetic powder to be included in the magnetic paint. The surface treatment step is performed by a concentration surface treatment method. The concentration surface treatment method includes a step of mixing/stirring a composition formed by mixing the magnetic powder, a dispersant and/or a binder resin and adding an organic solvent so that a solid concentration is 40 wt.% or below, The organic solvent used by the concentration surface treatment method is recovered in a cooling step and an adsorbing step after the surface treatment step.
