PURPOSE: An environment-friendly dry waterproof sheet, a high-frequency construction device, and a dry waterproofing method using the same are provided to prevent harmful material from being generated when waterproofing construction, and to reduce labor costs. CONSTITUTION: An environment-friendly dry waterproof sheet(10) comprises a waterproof layer(110), a heating layer, and an adhesive layer. The heating layer is formed in the bottom of the waterproof layer and is heated by high-frequency. The adhesive layer is formed in the bottom of the heating layer and is adhered to the base surface of the heating layer by the heating of the heating layer.
