PURPOSE: A manufacturing method of fabric conditioner with good conversion ratio of oil is provided to prevent production of wastewater of high concentration by applying transesterification in a manufacturing process while increasing the conversion rate of the oil. CONSTITUTION: A manufacturing method of fabric conditioner includes a step for gaining fatty acid hydroxyalkylamine ester by ester interchanging 3 class hydroxyalkylamine and vegetable or animal oil including fatty acid, and a step for gaining the fabric conditioner including ester quat of a chemical formula 1 - 3 by reacting the fatty acid hydroxyalkylamine ester with a quaternizing agent in a low molecular weight alcoholic solution. Each amount of addition of an alkali main catalyst and a sub-catalyst is 0.01-0.1% of the total weight of 3 class hydroxyalkylamine or the oil.
