<p><P>PROBLEM TO BE SOLVED: To provide an O/W emulsion composition which is excellent in preparation stability, feeling upon application and UV protection performance. <P>SOLUTION: The O/W emulsion composition contains (i) a first oil phase and (ii) a second oil phase individually dispersed in an aqueous phase. (i) The first oil phase contains an organic ultraviolet absorber, has an average particle size of≤700 nm and is formed using a polyoxyethylene-polyoxyalkylene alkylether block copolymer represented by formula (1) of R<SB>1</SB>O-(PO)m-(EO)n-H [wherein R<SB>1</SB>is a 16-18C hydrocarbon group; PO is an oxypropylene group; EO is an oxyethylene group; PO and EO are added as blocks; and m and n are average addition mole numbers of PO and EO, respectively and satisfy the relations: 70>m>4, 70>n>10 and n>m] or formula (2) of R<SB>2</SB>O-(AO)p-(EO)q-R<SB>3</SB>[wherein R<SB>2</SB>and R<SB>3</SB>are identical to or different from each other and are each a 1-4C hydrocarbon group; AO is a 3-4C oxyalkylene group; EO is an oxyethylene group; AO and EO are added as blocks; and p and q are average addition molar numbers of AO and EO, respectively and satisfy the relations, 1≤p≤70, 1≤q≤70 and 0.2<(q/(p+q))<0.8] as an emulsifier.
