<P>PROBLEM TO BE SOLVED: To provide an electric motor in which a shaft length is shortened even having a rotating position detector for detecting the rotating position of a rotor: and to provide an actuator. <P>SOLUTION: The electric motor 3 includes: a stator having a winding wound therearound and supplying a current to the winding to generate rotation magnetic field; and a rotor 12 arranged inside the diameter direction of the stator and rotatably provided. The rotor 12 includes a magnet 20 fixed around the rotating shaft 17. The rotating position detector 24 consists of a sensor magnet 22 fixed on one end of the rotating shaft 17 and co-rotating with the rotating shaft 17; and a hall element 25 for outputting a rotating position detecting signal of the rotating shaft 17 based on the rotation of the sensor magnet 22.
