PROBLEM TO BE SOLVED: To provide a technology of efficiently distributing radio resources over an entire wireless communication system while effectively utilizing unused wireless links, and obtaining high-quality wireless communication between a communication terminal and a base station. SOLUTION: The wireless communication system is comprised, in which the base station and the communication terminal can conduct wireless communications by detecting usable wireless links and changing a wireless link to use for the connection. On the communication network side, a server device is prepared in addition to a plurality of wireless communication networks and the base station. It is provided with: a connection-method reconstruction management means for determining a connection method of the wireless communication on the basis of communication condition information including information on usable wireless links at current locations of the base station and the communication terminal; and a connection-method reconstruction control means for controlling the connection method of the wireless communication for the corresponding base station.
