<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method and a program, in which high-speed and high-precision lossless compression can be performed with respect to a binary outline image. <P>SOLUTION: The image processing apparatus includes: a run length coding processing section which performs run length coding processing with respect to input data and outputs a data value of each element constituting the data and a frequency of the element having the data value; a pixel frequency information extracting section which extracts pixel frequency information indicating the frequencies of background pixels and outline pixels constituting an object area out of the output values relating to a processing object area processed by the run length coding processing section; and a pixel frequency information dividing section which divides the pixel frequency information extracted by the pixel extracting section into frequency information relating to the background pixels and frequency information relating to the outline pixels, so that run length coding processing is further performed with respect to the frequency information relating to the outline pixels.
