<P>PROBLEM TO BE SOLVED: To provide a method for producing electrical insulating paper that can be dense, stably and continuously obtained by papermaking and has excellent dielectric breakdown strength. Ž<P>SOLUTION: The method for producing electrical insulating paper includes: heating and pressurizing a wet type nonwoven fabric comprising 60-100 wt.% of an amorphous polyphenylene sulfide fiber that has a heat quantity of crystallization by a DSC measurement of ≥10 J/g and a dry-heat shrinkage percentage at 140°C×30 minutes of ≤35% at the glass transition temperature of the amorphous polyphenylene sulfide or above and the melting point or below.
