<P>PROBLEM TO BE SOLVED: To give a thermoplastic elastomer an anti-tack property without using a solid anti-tack material. Ž<P>SOLUTION: A hydrogenated block copolymer is obtained by hydrogenating a block copolymer comprising at least one polymer block consisting essentially of a vinyl aromatic compound and at least one polymer block consisting essentially of a conjugated diene compound. The thermoplastic elastomer comprises (a) 100 parts mass of the hydrogenated block copolymer having a weight-average molecular weight of 100,000 or more, (b) 1 to 3,000 parts mass of a softener and (c) 1 to 100 parts mass of a polyolefin resin. The thermoplastic elastomer having hardness of 25 degree or less at JIS-A is brought into contact with a polar solvent to reduce tackiness by the presence of a polar solvent on a surface of the thermoplastic elastomer.
