PURPOSE: A plasma display panel and a manufacturing method thereof are provided to implement uniform discharge by preventing the deformation and separation of a fluorescent sheet. CONSTITUTION: A first substrate and a second substrate comprises a partition therebetween. A first electrode(51) is connected to a first direction and surrounds a discharge cell in a first substrate. A second electrode(52) is separated from the first electrode and is connected to a second direction cross the first direction while surrounding the discharge cell on the second substrate. The fluorescent sheet is arranged between a first electrode and a second electrode and connects the space of the first substrate side to the space of the second substrate side through a penetration hole, and includes a fluorescent layer(32) inside the penetration hole.
