<P>PROBLEM TO BE SOLVED: To provide an LED device excellent in quality and an apparatus and a method for manufacturing the same efficiently. <P>SOLUTION: On a bottom surface of a recess formed in an upper surface of a package 111, an LED chip that emits blue light is mounted and a resin liquid containing phosphor particles that emit yellow light upon incidence of the blue light is injected into the recess. Next, the package 111 is set on a package fixing plate 19 of an apparatus 1 and by rotating a rotary member 15 with a rotary driving unit 13, a centrifugal force in a direction from the upper surface to a lower surface of the package 111 is applied to forcedly cause the phosphor particles in the resin liquid to precipitate.
