PROBLEM TO BE SOLVED: To provide a technology for selecting a frequency band suited to communication between transmission/reception nodes and establishing the communication without using a predetermined control channel. SOLUTION: A frequency band to be utilized as a control channel is determined from low frequency bands first, frequency information and information of the requested quality of an application or the like are exchanged between the transmission/reception nodes utilizing the control channel, then the frequency band to be utilized as a data channel is determined, and the communication is started. Frequency utilization conditions around the transmission/reception nodes are notified through the control channel even during the communication, and a channel is switched dynamically when the utilized control channel or data channel becomes unusable. Since the low frequency band of a long reaching distance is utilized as the control channel, the exchange of the information on the control channel becomes possible before the communication becomes possible on the data channel of a high frequency band, and therefore the data channel corresponding to the requested quality is quickly determined.
