<P>PROBLEM TO BE SOLVED: To provide a new flame-retardant polyester resin composition with flame retardancy and stress relaxation properties. Ž<P>SOLUTION: This flame-retardant polyester resin composition includes a mixture of a polyester resin (A), melamine (B), and a phenoxy resin (C), wherein firstly the polyester resin (A) contains 50-90 mol% of terephthalic acid as a polycarboxylic acid component, and 70-100 mol% of the total of 1,4-butane diol, ethylene glycol, and diethylene glycol as a polyhydric alcohol component; and secondly, on the basis of the resin composition, a content of the melamine (B) is 10-60 mass%, and a content of the phenoxy resin (C) is 1-25 mass%.
