PROBLEM TO BE SOLVED: To provide a battery charging controller for attaining balance charging of a battery. SOLUTION: A battery balance charging controller includes a battery reference voltage generating apparatus, a voltage balancing module and a balance determining circuit. The controller judges which battery unit of the battery module dose not have an enough battery voltage according to a reference voltage provided by the battery reference voltage generating apparatus. A balance determining circuit controls the voltage balancing module and makes a charging current of a low-voltage battery unit larger than a charging current of a high-voltage battery unit so as to match the voltages of each battery.
