PURPOSE: A cathode for using to a wet capacitor is provided to form a micro-roughened surface on a substrate by implementing a spark anode after dipping a metal substrate among an anode solution. CONSTITUTION: A cathode includes a spark anode metal substrate(100) which electrochemistry-active material is coated. The cathode includes a micro- roughened surface(110) including a plurality of part(112) coming ups. The part coming up has the size which the surface area of the substrate is increased effectively. An operating electrolyte is arranged between the cathode and an anode. The metal substrate includes a tantalum.
