<P>PROBLEM TO BE SOLVED: To facilitate the setting on the reception side when different programs are broadcasted for each broadcast area. <P>SOLUTION: A management apparatus 10 outputs data corresponding to a plurality of segment components. Each of a plurality of transmission apparatus 12 generates a modulated signal, in which a plurality of segment components are multiplexed in the frequency domain, on the basis of the input data. When a first segment, in which at least one segment component to output is arranged, in the modulated signal differs from a predetermined partial second segment, each of the plurality of transmission apparatus 12 rearranges the arrangement of the plurality of segments in the modulated signal such that the at least one segment component to output is arranged in a second segment.
