PROBLEM TO BE SOLVED: To enhance image quality and to make variation in the picture quality quiet as a whole, by utilizing audio surplus bit rate for the transmission of video encoding in the video encoding.

SOLUTION: In a video-encoding device, a video GOP target code amount determining section 13 calculates surplus bit rate allowed which is to be used for the transmission of a video stream, based on the audio generation code amount encoded by an audio-encoding device 20, in advance, to video, determines an additional video bit rate from the surplus bit rate so that additional video bit rate to be added to a reference video bit rate which is a base is gradually changed or changed in the switching of scenes, and determines a GOP target code amount from the reference video bit rate and the additional video bit rate.
