<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a block mat having a strong joint force (peel force) between a base cloth sheet and a concrete block, and having improved efficiency. Ž<P>SOLUTION: In the method for manufacturing the block mat including a fresh concrete placing process for placing fresh concrete in a form 2, a leveling process for leveling the surface of the fresh concrete placed in the frame 2, a sheet laying process for laying the base cloth sheet 3 on the fresh concrete placed in the form 2 and a curing process for curing the fresh concrete placed in the form 2, a loading member placing process for applying a load by placing a loading member 5 on the base cloth sheet 3 is added between the sheet laying process and the curing process.
