PROBLEM TO BE SOLVED: To provide a soft strip-shaped material winding device capable of shortening a replacing time for a reel adaptable to an increased line speed without the need for a large installation space and an excessive introduction cost, and to provide a soft strip-shaped material winding method using the same. SOLUTION: The soft strip-shaped material winding device includes a winding starting end locking portion positioning means for previously positioning and fixing a winding starting end locking portion to a position where a winding starting end can be inserted before carrying the reel to a winding position, and a reel carrying means for carrying the reel to the winding position together with the winding starting end locking portion positioning means.
