PROBLEM TO BE SOLVED: To provide an on-load tap changing device which is compact, generates low switching noise, and can optimize a cutoff speed. SOLUTION: The on-load tap changing device is characterized in that the cutoff speed can be optimized and noise due to a cutoff can be reduced by mounting a hook spring 8 for driving and rotating a tap switch on a piston hook 10 of a piston and a cylinder hook 9 of a cylinder, and adjusting the operation speed of the hook spring 8 by boring a proper oil discharge hole in the cylinder hook 9.
