<p><P>PROBLEM TO BE SOLVED: To enable continuous supplying of power to a loading instrument during impairment determination of a battery, and further, to enable supplying power to the loading instrument even when power failure occurs just after deterioration determination of the battery. <P>SOLUTION: While an AC power supplied from a power system and stored power of the battery 22 are supplied simultaneously to the loading instrument 3 connected with the power system, discharge characteristic of the battery 22 is measured within the range that the battery 22 leaves power needed for back up of the loading instrument.
