PROBLEM TO BE SOLVED: To provide expandable styrene-based resin particles capable of providing a foamed product not causing oozing-out to the outside even when an oil and pigment are stored in the interior over a long period or a liquid containing surfactant, etc., is stored in the interior over a prescribed time. SOLUTION: In the expandable styrene-based resin particles, gel fraction is 10-50 wt.% and bulk density obtained when the particles are immersed in water heated to 100°C for 5 min and preliminarily expanded is 0.025-0.06 g/cm<SP>3</SP>and average foam diameter of foam of the surface layer part in preliminarily expanded particles preliminarily expanded to 10 times bulk magnification is 10-70μm and a ratio of average foam diameter of foam of the surface layer part to average foam diameter of foam of the center part satisfies prescribed conditions.
