PURPOSE: A front-filter of an indicating apparatus and a manufacturing method thereof are provided to a shielding force of the filter by making low a surface resistance of a ground part electrically connected to a ground terminal of a panel in a shielding structure including a conductive layer of a multilayer structure. CONSTITUTION: A first lower insulating layer(12a) is arranged on an upper side of a base film(11). A first conductive layer(13) is arranged on the upper side of the first lower insulating layer. A first upper insulating layer(12b) is arranged on the upper side of the first conductive layer. A second lower insulating layer(14a) is arranged on the upper side of the first upper insulating layer. A second conductive layer(15) is arranged on the upper side of the second lower insulating layer. A second upper insulating layer(14b) is arranged on the upper side of the second conductive layer. A first shielding structure is composed of the first loser insulating layer, the first conductive layer and the first upper insulating layer. A second shielding structure is composed of the second lower insulating layer, the second conductive layer and the second upper insulating layer. An edge of the first shielding structure is exposed to the outside of the second shielding structure.
