PURPOSE: A sheath heater assembly and a water storing type steam boiler using the same are provided to surely prevent short circuit without a ground terminal by realizing a sheath heater as a dual insulating heater. CONSTITUTION: A sheath heater assembly(10) comprises a sheath heater(30) and a heat conductor(50). The sheath heater comprises an U-shaped heat pipe. The heat conductor is installed at the heat pipe. The heat conductor comprises a mounting piece, a projected hollow piece and an aluminum conductive rod. The mounting piece is installed at the heat pipe. The projected hollow piece is projected from the mounting piece. The aluminum conductive rod makes contact with the heat pipe.
