PURPOSE: A recording device, a recording system, and a liquid filling method are provided to rapidly filling liquid without increasing the pressure of a passage inside while the liquid is initially filled into a record head. CONSTITUTION: A recording device(1) comprises: a record head(12) which includes an liquid cell(11) to store liquid and one or more nozzle to discharge the liquid; a tank which stores the liquid provided to the record head; a liquid supply path which supplies the liquid from the tank to the liquid cell; a supplying pump(16) which is installed to the liquid supply path; a liquid reflowing path(40) which reflows the liquid from the liquid cell to the tank; a reflowing pump(41) which is installed to the liquid reflowing path; and a control unit which controls the driving of the reflowing pump and the supplying pump.
