PURPOSE: A system and a method for improving a channel change rate are provided, which provide original copy still images of a new channel or program information. CONSTITUTION: A still image extraction server(200) extracts original copy still images of each channel at a constant time interval. The still images extraction server generates an original copy still images index file using the extracted original copy still images. A center transmitting server(300) transmits the broadcast image and original copy still images index file of each channel to a user terminal(500). The original copy still images index file is always transmitted through the separate channel to the user terminal. The original copy still images index file is buffered in the user terminal.
