PURPOSE: An apparatus and a method for reducing power consumption of a terminal in a wireless communication system are provided to allocate a power saving class identifier to all service flows which transit into a sleep mode. CONSTITUTION: A sleep mode transition request signal is transmitted to a base station(123). A response signal about the sleep mode transition request signal is transmitted to a terminal(125). The terminal and the base station consult a control variable required for operating the terminal in a sleep mode(127). The base station transmits a dynamic service addition request signal to the terminal(129). A response signal about the dynamic service addition request signal is transmitted to the base station(131).
