PROBLEM TO BE SOLVED: To provide an image forming apparatus configured to suppress the occurrence of so-called tailing, that is, an unfixed toner scattering phenomenon resulting from such the situation that water vapor is generated with moisture in a recording sheet as the recording sheet passes through a fixing unit, then, the water vapor has its escape cut off due to the toner (recording material) placed on the recording sheet. SOLUTION: Based on information about the non-operated time of a developing section, the remaining amount of the recording agent in the developing section and whether or not the recording agent is stirred in the developing section, the charging state of the recording agent in the developing section is determined (S307), and then, a conveying speed to convey the sheet to the fixing section is switched (S308) based on the charging state of the recording agent determined in the step S307.
