<P>PROBLEM TO BE SOLVED: To provide a vane pump with good startup property. Ž<P>SOLUTION: The vane pump includes: a cam ring 4 housing a rotor 2; vanes 3 projected from the rotor 2 by pump discharge pressure and abutting on an inner circumference of a cam ring 4, and defining a plurality of pump chambers 7 in the cam ring 4; and a flow control device 102 controlling a flow rate of working fluid discharged from the pump chambers 7 and supplied to a hydraulic device 10. The flow control device 102 includes: a flow control valve 21 returning the working fluid of a supply passage 12 to a pump suction side according to pressure difference between before and after a variable throttle valve 20; and a variable bypass valve 23 disposed in a bypass passage 24 bypassing the variable throttle valve 20 and connecting the pump chamber 7 with the hydraulic device 10, and having an opening area changed according to pressure of the working fluid discharged from the pump chamber 7. An opening area of the variable bypass valve 23 is reduced when the variable throttle valve 20 and the flow control valve 21 are fully closed in the course of the stop of the vane pump 100, and the opening area becomes the maximum after the stop of the vane pump 100.
