<P>PROBLEM TO BE SOLVED: To provide a fixing device which is capable of quickly detecting and controlling a bulk density and a bubble diameter of a foaming fixing liquid, and an image forming apparatus including the fixing device. Ž<P>SOLUTION: The fixing device 100A includes: a foaming unit 110 which foams a fixing liquid L which softens an unfixed toner image T by dissolving or swelling a resin; a first detection means which detects a characteristic value corresponding to the bulk density of a foaming fixing liquid L'; a second detection means which detects a characteristic value corresponding to the bubble diameter of the foaming fixing liquid L'; a control means which controls a condition so that characteristic values detected by the first detection means and the second detection means are within prescribed ranges; an applying roller 120A which gives the unfixed toner image T the foaming fixing liquid L' of which the characteristic values detected by the first detection means and the second detection means are within the prescribed ranges; and the applying roller 120A and a pressure roller 140A which fix the unfixed toner image T, to which the foaming fixing liquid L' has been given, on a recording paper P.
